According to http://www.cups.org/documentation.php/doc-1.4/ref-snmp-conf.html there are no secrets in /etc/cups/snmp.conf so that I think it does not make sense to have its access permissions so restrictive. At least it seems not to make sense to have the snmp.conf access permissions more restrictive than those for cupsd.conf.
