This one: kernel-default-2.6.22.12-0.1.i586.rpm is the 10.3 based with cpufreq_debug enabled. This one: kernel-default-2.6.24_rc2-13.i586.rpm is the very latest with cpufreq_debug enabled. Can you pls install one (or both..., best with rpm -ivh, to not override your original one), boot with: cpufreq.debug=7 Then try to run into this, copy away dmesg right after hitting the bug: dmesg >/tmp/dmesg and attach the /tmp/dmesg file to this bug. I know the Dells are limiting the frequency when the power cable is unplugged for some seconds via _PPC and allow all frequencies again when the power cable is plugged in. But instead other machines which let the kernel increase/decrease the frequency, the BIOS itself sets the frequency behind the kernel's back when the power cord is (un)plugged. Maciej, could you examine the behaviour a bit more, pls. E.g. whether it is also related to AC power cable switches as the kernel.org bug states. Maybe you could verify the bug in such a way: 1) powersave governor 2) unplug and replug power cable (now the freq is stuck at highest?) 3) switch to performance governor 4) switch to powersave governor (now the freq is lowest?) go back to 1.
