Due to the D-Bus autostart policy, ConsoleKit gets automatically started as soon as someone calls a method on it. However, ConsoleKit has no possibility of updating its internal status as long as the user is logged in. Other applications also follow the policy: "D-Bus restart, log out and back in again".
