If this file is not available /usr/sbin/mkimapdcert is called to generate the certificate. The first test in that module is for the executable /usr/local/bin/openssl This file does not exist however. the result is that the certificate is not genererated. However courier-imap-ssl daemon is still started. The solution would be to generate a symbolic link /usr/local/bin/openssl to /usr/bin/openssl in the courier-imap package. However also /etc/init.d/courier-imap-ssl should not start the daemon if the the certificate is not generated. The check for /usr/local/bin/openssl should have an exit 1 in case this executable does not exist.
