This issue was reported by me in bug 231083, where another issue in YaST was involved. However, the lack of this driver was the following: "If we distributed this driver we could not make sure that it is not used for any purpose other than in relation to the Epson EPL series of printers. Therefore we cannot distribute such a driver.", which is a requirement of the driver licence. A extremely simple workaround is to make the user accept the licence when installing the RPM of that driver, which is already done with various other packages. Moreover, the driver is provided by other distributions like Mandriva without any warning, as you can see in the screenshot below. From the epl_compress.h, which is included in the .c:

If you don't trust the developers, and you believe this doesn't apply to the corresponding .c file, an email with a formal request of authorization to them is all you need to be able to include the driver. Moreover, if that part of the driver were closed (and how it is closed if you have it linked to a open source project hosted at sourceforge, where everyone can read the source is not that clear), you would have a case fully similar to the Intel ipw wireless drivers, which are provided on the non-OSS repository and on the DVD, without even asking for the licence acceptance (I just checked to be sure), and they include a non-open firmware.
