Just because a time zone is selected to be within the USA doesn't mean that the "preferred" mode is 12-hour. Maybe for most/typical end-users, but not everyone desires 12-hour mode. I know I'd be resetting everything back to 24-hour mode after any such change I didn't particularly request. Yes there are exceptions where users prefer 24-hour mode, but its probably best to accommodate the majority. The minority will most likely be able to switch this setting with ease.
