Pressing Sys Rq continues the process, but (of course) leads to an incomplete system. Reproducible: Sometimes Steps to Reproduce: 1.Boot 2. 3. No blocked tasks, OK. Could you uncomment the modprobe line, leave udevadm commented out and recheck?
And when it is all uncommented, does sysrq-w print some traces?
I upgraded to version 11.3 last week, which has no problems like this. I cannot help you any further at this moment. I did not think of the outstanding bug when deciding to upgrade.
