If this is the case no installation with whatever setup will suceed. Please make sure the kernel version of the running kernel and the modules in inst-sys match exactly. I had exactly the same behaviour some days ago in a bug report where kernel version and module version in inst-sys die not match. I make a custom partition of 10 gigs on /dev/hdb1 and after formatting I'm told: "Cannot mount this partition, it's already mounted or the device is busy". I've tried with reiser, ext3 multiple times, the result is the same. Making it impossible for me to install. This is only triggered when concurrent ioctl are issued when a device is created. Are you sure you mean 10.1? Than this is a different bug. The code in 10.1 is different and didn't had that problem AFAIK.
My mistake in the wording..
