Ah, right in time for DST changes :/ The dbus config file of the clock applet doesn't allow sending to that interface and needs to be fixed. Meanwhile you may consider using UTC on your system's clock which doesn't require you to change your clock at all.
Unless you move between timezones as I do almost every week. My clock is set to UTC but this bug prevents changing the displayed home timezone from the Locations list in the panel applet.
