I don't know if this is only a race (see bug #492921), nevertheless in the example above this leads to the error that the libc library call localtime(3) can not access /etc/localtime and there uses as fallback the assumption of using UTC for the System Time. I do not have a test system around as this had happend on a system of a tester, see https://bugzilla.novell.com/show_bug.cgi?id=492921#c84 The error had occured if apparmor was stopped before a specifc script and with the change of the order all went right.
