In our buildsystems (internal and also in the openSUSE Buildservice) libtool get installed automatically if you try to build hal. For rpm dependencies ... a strict "requires" is IMHO only justified if a tool is useless without the other component, and I'm not sure this is true with libtool for either automake or autoconf.
