Yet unless you set it explicitly, legacy key files parsing will take over. As a side note, you should have .rpmnew or .rpmsave in /etc/ssh and there should have been a warning while upgrading the package (unless you just took the config from an older installation). That's correct - that is the default (for new installs) which effectively disables the secondary file parsing.
