yast2-country 3.1.25 is still being tested by openQA in the staging project H. https://build.opensuse.org/project/staging_projects/openSUSE:Factory/H So not still available in Snapshot20160112. You will have to keep an eye on the detailed announcements that are published in the opensuse-factory mailing list on every new snapshot or just take a look every now and then until yast2-country >= 3.1.25 is included in the snapshot.
