In this case there is no HPIJS driver running because you use the plain PostScript PPD - i.e. there is noting in the HPIJS driver involved. As this is an original PPD made by HP, we cannot fix it because we neither have the particular printer model nor the knowledge about the printer's internal PostScript interpreter settings and therefore I can only close this bug report as "wontfix" (which actually means "can't fix"). I will report the problem again upstream.
