As far as I know it is intended that only update stack updates are reported even if other updates are available in order to ensure the correct order of updating. zypper and packagekit don't tell kupdateapplet other updates. We could probably fairly easily change the PackageKit zypp backend to report the severity of the update stack patch as the maximum of the actual available patches. kupdateapplet will be replaced by kpackagekit.

kpackagekit is a community project that support a lot of awesome features.

In the meantime we got another update applet[1] (apper) which has even more awesome features. Unfortunately issue in this bugreport is not one of them... In other words: This bug still exists in 12.1 - independent of the name of the update applet... It's one of the few requirements, that a pending update stack update blocks all further updates. I'm a bit reluctant to change the backend to simply send the whole list of patches because I don't know which apps (beside apper) use this call. They all would need to be adapted in order to handle the update stack patches correctly. So I'd prefer a solution where the frontend would query for 'blocked' patches if it actually wants to display more detailed info. Passing it to the apper guys.
