I want to set the maximum speed to 450 or 630 MHz IMO you should do this by lowering the throttling value. You then might not see

What means is getting too hot? Too loud fan noise or does it shutdown or even switch off? None of the above. I just use the eee as LAP-top and it's just to hot on my lap and I don't need the performance that causes the heat.
IMO you should do this by lowering the throttling value. You then might not see the MHz value through kpowersave or similar, but it should effectively be the same. I've no idea how to lowering the throttling value. Is there a How To available?
Isn't this CPU able to do real CPU frequency scaling e.g. via apci-cpufreq? I've no idea how to do this. Please explain.
Can you post: cat /proc/acpi/thermal_zone/*/trip_points critical (S5): 90 C

Be careful with too high values or your machine gets closed to unusable.

Venkatesh, the Asus EEE Pc claims to have some kind of Intel mobile CPU. Do you know how it is expected to work? Hopefully not with the p4_clockmod driver. Is it supposed to support real cpufreq through acpi-cpufreq?
