Since /dev/mapper is missing completely try "/etc/init.d/boot/device-mapper start" as root. Does that help? Is there some "S??boot.device-mapper" in /etc/init.d/boot.d?
There is no entry in S??boot.device-mapper entry in /etc/init.d/boot . I started /etc/init.d/boot.device-mapper, which started fine. Boot scripts should be activated now.
I've tested this on RC 1 and it still does not happen automatically.
