Can you check in /etc/X11/xorg.conf what is DPI set to in Section "Monitor". If it is not set in xorg.conf then check what is used in /var/log/Xorg.0.log .
For relative large fonts, but far from example in your image DPI should be 90x90.
/etc/X11/xorg.conf is missing when i boot LiveCD. (In reply to comment #3)
Also check what DPI xdpyinfo reports; I don't trust what the driver says.

From your xdpyinfo: resolution: 201x168 dots per inch that is really big.
Workaround would be to set in xorg.conf Section "Monitor" Option "DPI" "90x90"
which will give relative large and readable characters at 1650x1080, even square and circle will look like itself :)
What is resolution from xdpyinfo before you switch to 1650x1080 ?

It seems that KDE is looking on reported physical size of the screen as a base for readability estimate and adjusts font size to get similar size of text. That can be correct for physical screens, as prevents user to set resolution where fonts are very small, but on virtual screens that can change "physical" size it gives effect that you can see.
