And I/user wants to change his desktop language, not the system language. GNOME uses GConf + instant apply for nearly everything. One of few exceptions is the language, which still uses the old-style UNIX way with environment variable inheritance. Possible change of this was discussed in past, but there is no result yet. If you want a feature request for this in gnome, please file it as such. There's no way to change the language system-wide while you're logged in. (Applications just look at $LANG, so you can run individual apps with a different LANG if you want, but to change the language of already running apps you need to log out and back in.)
