Could you please reboot into regular mode instead of failsafe mode or at least remove the x11failsafe option from the failsafe boot option? Ok. So it's not a xorg.conf issue.
* xterm from KDE3: incorrect keyboard layout (i.e. Shift+2 shows atmark, should be double-quotation mark)
KDE3 (kcontrol -> Regional & Accessibility -> Keyboard Layout) claims to use setxkbmap -model pc104 -layout jp,us (when using include latin layout option) setxkbmap -model pc104 -layout jp (when disabling this option) for japanese keyboard layout. This writes xorg.conf.
