He does not give the Tumbleweed snapshot for the rescue image that he used. It seems likely that "efibootmgr" from the rescue image worked where the current "efibootmgr" did not work. A question for the bug reporter: can you give more information on what you used for rescue? I had to boot from TW restre CD and fix as before by mounting the directories and using grub2-install (the update-bootloader --reinit failed once again).
