IMHO this is pure laziness on your part. kdelibs3 defines strlcat in the line 344 of the kdecore/fakes.c file Yes, the test only includes string.h. string.h is the only SYSTEM header where it needs to check if the SYSTEM provides it. Since the SYSTEM DOES NOT provide it, kdelibs3 defines its own version. That's the ONLY objective of the test. Checking if it needs to define its own version of strlcat. If you need help ask for it in opensuse-packaging.
