Testing the sound does not work. However changing Oxygen to KDE does make the sound work. Searching /usr/share/sounds for files starting with Oxygen gives nothing. OTOH, I just tried (with Plasma 5.1.2), and the login (and logout) sound still does not work at all anyway.
They are not activated by default. But configuring them, I think in Notifications Plasma workspace, activates these sounds. In case they do not work, you may have to use systemsettings and systemsettings5 -> Multimedia to set the backend for both on gstreamer. I know. And I did activate them.

Why should I change the KDE4 phonon backend? And for Plasma5 I did have gstreamer configured, although VLC works just fine here as well. Other notification sounds work fine, and even testing those sounds in systemsettings5 works. But there is no sound played on login nor on logout. Anyway, that's irrelevant for this bug report. The point is that the defaults are ok (the KDE-*.ogg files you mentioned are part of KDE4). But the package oxygen5-sounds, which contains the default notification sounds, is not installed by default/pulled in automatically when you install Plasma5.
