From the description, this is the Gnome panel.
The documentation for the gconf key /apps/panel/default_setup/toplevels/bottom_panel/size notes: "The height (width for a vertical panel) of the panel. The panel will determine at runtime a minimum size based on the font size and other indicators." I can make the panel smaller, for example, by lowering the DPI setting through the gnome-appearance-properties capplet (Fonts tab, Details..., Resolution). That allows it to get the panel height down to 27 pixels for me.
