Clearly one or other USB subsystem not being detected on a Intel(R) Core(TM)2 CPU 6700 @ 2.66GHz running Linux 2.6.18.2-34-default x86_64. Using ps/2 keyboard for system recovery seems quite sane to me. Anyway, normal and safe boot differ only by command line options, can you locate which option causes the problem? Clearly issue is that only one USB hub on the motherboard is being detected on a safe mode boot. If that is the case, then it's that the BIOS doesn't supply the USB IRQ routing in the MPS 1.4 tables, while it does supply it in the ACPI IRQ routing data. Once you disable ACPI, there is no way to setup the remaining USB controllers directly. Since most will not test safe mode before needing it surely it would be a simple matter to run a YAST script that offers the option while doing initial configuration of enabling ACPI if your computer runs USB keyboards as most do now, and the reason why. Basically I don't think it is a good idea to discover this issue when you really need safe boot mode and do not have access to a way to change the boot via GRUB.
