So parallel installed packages should only be updated if the newest installed package is older than the update candidate.

Exactly, but in this case it is the Resolver::doUpdate that selects the kernel :O) zypper just shows what it selected. I can still reproduce this with newest zypper, do you want a testcase?

( I am not sure if it is already available for 11.0, but we should take care in newer versions)
