User connections are provided by an applet and are available as long as the applet is running. So while no user has logged, nothing provides user connections. The other type, system, are shared by all users and are available always when NetworkManager is running. In order to configure (or see the secrets of) these, user needs super user privileges, enforced by PolicyKit. So yes, it is possible to have wireless connection available before any user logs in, NM just needs to be configured appropriately. In order to save a connection which is available to all users, root password is needed.
