This prevents vms that specify a vifname and script for a vif from starting.

Using xen-4.1.0_01-107.1.src.rpm on OpenSuse 11.3

Sample vif line from hvm:
vif = [ 'vifname=xpsp3, type=ioemu, mac=00:16:3e:00:00:11, ip=10.0.0.100' ]

#xm start xpsp3 --vncviewer
Error: Device 0 (vif) could not be connected: /etc/xen/scripts/vif-route-ifup
failed: error detected

File xen-hotplug.log reports
Not enough information: "dev" argument is required

Changing instances of ${vif} or $vif in /etc/xen/scripts/vif-route-ifup to
${dev} allows vm to start using #xm start xpsp3 --vncviewer
