Alas it doesn't work at all, nothing changes. Likewise checking banner_message_enable and entering text into banner_message_text doesn't achieve anything either. As mentioned in Bug 553352 checking disable_user_list in Gconf Editor apps/gdm/simple_greeter should disable the listing of users on log in.
Alas it doesn't work at all, nothing changes.

I think its broken now :-( I somehow can't undo the settings, it tells me they are read only
Use banner_message_text_nochooser if you don't use the user list. I'm unsure how you set all this, but I guess it's either the default or mandatory values. In the worst case, you can always simply remove the file in /etc/gconf/gconf.xml.mandatory/ or /etc/gconf/gconf.xml.defaults/ (but you need to log out for the change to take effect). After deleting the files and starting over afresh it now works as expected.

I dare ask, however, why there should be two variants of message text, banner_message_text_nochooser _and_ banner_message_text ?
I'm not sure. The commit that introduces this setting references http://bugzilla.gnome.org/show_bug.cgi?id=568323
Also what happens, if two users choose to set things differently and try to make them default or mandatory ? I know, I know, root password is needed, but then sometimes its necessary to have several people execute root privileges.
Mandatory always wins over default. And if two people try to set the same setting, then the last one "wins".
