A rather dubious feature IMO. If a proxy is needed for PackageKit to install updates the Admin should configure it that way explicitly. After all the actually used update server could be internal and require no proxy while users need to use the proxy for internet access. The update server may even require credentials the user could sniff if she can put her own proxy between PackageKit and the server. Last but not least traffic for the updates would be accounted for the user installing the updates rather than the system. I understand that having to manually configure a separate system proxy setting on a "self administered, single user desktop" could be considered user unfriendly. However I'm sure the feature could be implemented in a better way that satisfies both self administered as well as centrally administered words. Just have the applet query PackageKit for it's proxy settings, if different from the current session's setting ask the user whether to apply the setting. If she declines don't ask again. That way no question would be asked in the normal case (no proxy) and zero to one times in case the user has a proxy.
