Hmmm... can we only mention the forums in the english translation? We do want to point people towards the forums.
Better mention both things: the forums, the mail list, and the communicate page. Ok, 3 things :-) Just change the ordering for each language, and put this in a comment for the translator, with clear rules as to what order should be used depending on what exists for each language. There are languages with no list or forum, but maybe they have local forums/lists of their own.
