FWIW, we debugged that a bit last days (but did not add comments here - shame on us): Turns out it interacts (for whatever reasons, probably the shell chat integration) with polari on dbus; and awaits a timeout. If polari is started (no config needed) the windows open instantly, as dbus gets a reply immediately.
