When cups-filters RPMs were not installed itindicates that you use a very minimal system or that you do not let YaST/zypper install recommended RPMs. The cups-filters software is not strictly required so that it is only recommended and can only be recommended (if cups-filters was required one cannot have a minimal system without having unresolved RPM dependencise). Therefore this issue here is no bug so that I close it as "invalid" according to https://bugzilla.opensuse.org/page.cgi?id=status_resolution_matrix.html When you do not let YaST/zypper install recommended RPMs you need to find out on your own what you need in your particular case. I think there is a zypper command that can show you what recommended RPMs are currently not yet installed so that you could get a list of "what usually would be installed" that you could use as proposal what could be missing on your particular system.
