Yeah, it's no help, unfortunately.  The real resume is triggered in dracut
95resume module, and this makes skipping the resumedelay option.

As a blind shot: could you try to uninstall the package "suspend"?
This is a user-space suspend and it often does thing badly with openSUSE 13.2
and later.
