It is disabled due to this error during build:

[  140s] .......msgfilter: ........warning: Locale charset "ANSI_X3.4-1968" is
different from
[  140s]                     input file charset "UTF-8".
[  140s]                     Output of 'msgfilter' might be incorrect.
[  140s]                     Possible workarounds are:
[  140s]                     - Set LC_ALL to a locale with encoding UTF-8.
[  140s]                     - Convert the translation catalog to ASCII using
'msgconv',
[  140s]                       then apply 'msgfilter',
[  140s]                       then convert back to UTF-8 using 'msgconv'.

Please explain why do you need this locale? "Should" is rather weak argument.
