YaST packages are: yast2-country, yast2-x11

The idea was to use TW to get some more testing for the keyboard configuration
changes (FATE#318355). Now this is blocked for the time being due to issues in
systemd (hopefully unrelated to my changes in kbd/systemd!?!) I hope our
systemd maintainers have been informed.

The changes in yast2-country/yast2-x11 do not depend on a specific version of
kbd/systemd, but on changes I did in these packages. I'm not sure how often I
rebased my changes for systemd package and resubmitted it during development.
So should we have added special "GeneratedConsoleKeyboards" and
"GeneratedConsoleKeyboardMappings" Provides/Requires to
kbd/systemd/yast2-country/yast2-x11? We can still do it, if it helps.
