Wifi setup during installation is not properly implemented in Leap. This was fixed Tumbleweed (after Leap had been released). For Leap the only way is to specify the complete set of ifcfg options at the commandline; like ifcfg=wlan0=dhcp,WIRELESS_ESSID=foo,WIRELESS_AUTH_MODE=wpa,WIRELESS_WPA_PSK=xxx
