Comment # 2 on bug 941737 from Wolfgang Rosenauer

ok, it probably does work as expected but I had a hard time to find out how:
systemctl enable openvpn@<config> is required to make start working correctly.
So I guess this can be closed but documentation is not really clear anyway :-(
