I have a similar situation on my hp dv6 with openSUSE 13.1 64bit and KDE
(default repositories and up to date):

The PC does not hibernate if I set the battery level under 10%, for example at
9%.
It just keeps going on until the battery is fully discharged.

If I select 10%, the hibernation (suspend to disk) works and also the wake up.
