 OK, I logged in to KDE5 with a freshly created user and the keyboard layout
was instantly Hungarian, even when I failed to press ctrl+alt in sddm to change
the login screen's layout to Hungarian.

 My /etc/X11/xorg.conf.d/00-keyboard.conf file looks like this:

# Read and parsed by systemd-localed. It's probably wise not to edit this file
# manually too freely.
Section "InputClass"
        Identifier "system-keyboard"
        MatchIsKeyboard "on"
        Option "XkbLayout" "hu"
EndSection



And the file seems to be created (or changed) today, so probably localectl made
it. The sad thing is that sddm's keyboad layout is still US until I press
ctrl+alt :-(
