As mentioned, try to install openSUSE 42.1 kernel onto your current system. Just grab kernel-default.rpm from OBS Kernel:openSUSE-42.1 repo, http://download.opensuse.org/repositories/Kernel:/openSUSE-42.1/standard/ then install it manually via "zypper in --oldpackage kernel-default*.rpm" Then boot with 4.1.x kernel by selecting in GRUB boot menu, and test whether the dead key starts working. It might crash some time (I suppose your hardware is Skylake), but it doesn't matter. The only purpose is to check whether it's a kernel regression or not.
