This is correct/intentional behavior and likely has nothing to do with scereen
blanking when running vlc (see i.e
https://superuser.com/questions/152347/change-linux-console-screen-blanking-behavior
for details).

Applications, which want to prevent screen blanking in running desktop
environment needs to notify said environment, some video players (afaik also
vlc) even allow more precise setting (see configuration of vlc).
