Package ntp is missing a dependency on the logger command. It fails to start without it. The logger command got moved from util-linux to util-linux-systemd by oS 13.2. This problem shows on minimal systems, e.g. ntp-4.2.6p5-32.1.armv7hl, in image openSUSE-Factory-ARM-JeOS-cubieboard.armv7l-1.12.1-Build269.1.raw.xz The same problem exists in openSUSE 13.2 amd64, probably any arch, although is less likely to show because util-linux-systemd is more likely pulled in by something else.
