I just verified that pppd does not need the rp-pppoe package for creating pppoe
connections in 13.2 by manually executing "pppd call myisp debug" with the
content of /etc/ppp/peers/myisp as follows:

password "myPassWord"
--- snap ---

So if there is a regression in 13.2, the bug must be in the components that
configure/execute pppd (or try to call pppoed instead), but not in the ppp
package itself or in its dependencies.
