The openbuild service automatically updates and sets the release tag on each build, as you can read here: https://en.opensuse.org/openSUSE:Build_Service_prjconf In the latest release of docker in Factory the requirements for runc and containerd are pinned to a specific version without a greater than sign. Creating a dependency resolution issue for zypper since it can not appropriately find the specific version of those binaries since they do not actually exist.
