You can always get the latest version from the KDE:Extra repository which is available for all supported distributions (13.1 and 13.2 at the moment). See https://en.opensuse.org/KDE_repositories#Updated_KDE_Applications_only (please note that the packages in KDE:Extra are *not* KF5 based despite of the warning, that only applies to KDE:Applications) We're now at 4.11.0 btw. Version updates are normally not done for released versions.
