Did you try to rebuild initrd using "mkinitrd" to be sure settings are
included? Did you test booting in runlevel 1, 3, 5 (add 1 or 3 or 5 to kernel
command line)?

If it does not work, could you attach output of

lsinitrd /boot/initrd  etc/sysconfig/console
lsinitrd /boot/initrd  etc/locale.conf
lsinitrd /boot/initrd  etc/vconsole.conf
rpm -q dracut

If you stop in dracut (add rdbreak to kernel command line) do you still have
problem? The simplest way to test it is to "ls" or "cat" some file with
non-ASCII name/content; your root is mounted as /sysroot at this point.
