I created a maintenance update request (https://build.opensuse.org/request/show/264982) that submitting the current devel puppet package into openSUSE 13.1. Besides other things the devel package comes with the new puppet version (3.7.3) and with finished migration to systemd that should fix this issue properly. Please wait for the releasing of this maintenance update.
