Comment # 3 on bug 986527 from Arjen de Korte

I can't tell for sure (I'm on holiday this week) but it looks like this setting
is 0 by default (maybe not in /etc/sysctl.conf though). But remember this
report is for Tumbleweed, which already moved to kernel 4.7 a while ago, so I
have little doubt that this *is* indeed the default setting. It looks to be 0
in Leap 42.2 too, but this may be a local override). Checking this on a SSH
session on a mobile phone is a pain, so I'll have to get back on that in the
weekend.
