Thanks. So, after all, the necessary changes don't look as easy as I thought. Maybe the better option is to use the latest upstream kernel. Try 4.4 kernel in OBS Kernel:stable again with idle=nomwait boot option. Then give hwinfo --all output again. Meanwhile I'll disable the intel_idle SKL patches on 4.1.x again for recovering from the regression.
